Sheffield Wednesday Confronts Serious Challenges, Says Football Regulator

'We are going to be a part of football's future' - football oversight chief the regulator's chair

Sheffield Wednesday's persistent issues constitute a "serious issue" and the independent regulator is aiming to acquire authority to look into club affairs in similar circumstances, its new chair David Kogan has announced.

Through a comprehensive talk, the chairman, who was named to the position this week, voiced concern towards supporters of the Owls.

The regulator engaged with four supporters' associations representing the Championship side this week.

The team have been facing challenges both on and off the pitch in 2025, with the club failing to pay players on time on multiple instances, including in September.

"Evidently Wednesday represents a significant problem for EFL and a significant problem for football," the regulator explained.

"Sheffield Wednesday is one of the iconic names for football in England and this week we have met supporters' organizations.

"We are seeking authority... which will enable us to take Wednesday and comparable cases submitted for our review if they need to be investigated and dealt with."

Monetary Issues and Proprietorship Status

The club's controversial proprietor the Thai businessman indicated in the summer he would be prepared to relinquish control at their home ground, but he has been unable to finalize an agreement with interested parties.

Failure to pay player wages on time in earlier this year resulted in restrictions being imposed by the English Football League (EFL) in June, preventing the club from carrying out any transfers or loans for the following recruitment periods, although those limitations were removed in August.

Regulator's Perspective

The chairman stated: "The position was created for the supporters of Wednesday, teams facing challenges where supporters are loyal to a local institution that has represented their community in numerous instances.

"I fully appreciate the team's plight, as I do for all the clubs that over recent decades have faced collapse, or approached financial ruin, for factors unrelated to the supporters."

Questioned about whether the oversight body could require an chairman to relinquish a club if they are deemed unsuitable, the chairman responded: "If your question is 'would we intervene in the final instance?', the answer is once we collect the information and comprehend the circumstances, we will."

But the regulator clarified that forcing owners to sell clubs would be viewed as the ultimate measure and the regulator would prefer to collaborate with owners.

"The last thing what we want to do is commence engagement with an specific team, an particular chairman, without being able to work with that owner to try and resolve the challenges confronting the team and the chairman's encountering," Kogan said.

"In actuality, when you review the record of football, over the last 20 or 30 years there have been some owners, few in number, but some who have been irresponsible in the manner they have operated their teams and eventually refuse to accept accountability for the long-term prospects."

'If we get it wrong, extraordinary progress vanishes'

Kogan met with representatives from 110 clubs to explain the responsibilities of the authority recently and stated it constituted a "proactive meeting" with a "significant participation" from the grassroots to elite level.

"This position carries substantial significance, because if we get it wrong, if the football community fails, the extraordinary progress that's been made might evaporate incredibly quickly," the chairman stated.

"This represents everyone's worst fear in the context of the English game is a substantial accomplishment - we've got to keep it going.

"Substantial financial resources coming into football and has been channeled for the past two decades, because certainty is lacking it will persist in entering the game, which is part of the rationale behind I think we have to adopt a precise perspective on challenges and obviously, of the next two or three years."

Elite Division Worries

Top flight officials resisted the creation of a regulator because of concerns about detrimental effects on the elite division's competitive balance, but Kogan said: "I completely endorse the achievement and development as an financial organization of the Premier League.

"Being fully aware of the apprehension regarding damaging the Premier League as a premium product of England. But simultaneously, if you engage with division representatives after today's meeting, they would have had a high level of reassurance -and, in fact, they have been advising us privately they have a significant confidence."

Partisan Associations

The regulator remains subject to a "comprehensive investigation" by the public appointments commissioner after he revealed he contributed money to the opposition group in recent years.

The chairman provided financial support for Culture Secretary Lisa Nandy's leadership campaign, along with that of the current Prime Minister.

"I've been completely open about my previous political affiliation [with Labour], and that political affiliation came to an end the day the parliamentary committee confirmed my selection," the chairman stated.

"I am presently disconnected from any sort of politics."
