The Failure of the 28-Clause Peace Initiative for Ukraine: How Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the tension caused by the introduction of a new 28-point plan for achieving ceasefire appeared – briefly – to have been contained. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of aerial bombardment on Kyiv.

The Rhythm of Peace Talks and Military Action

The sequence of conflicting incidents captured the harsh reality of the recent timeframe. By day, political struggles are waged: hopeful statements are delivered from multiple capitals. Considerable effort is allocated on containing particular approaches. By night, the Kremlin clearly shows the world that, for them, military action persists as the key method for achieving "peace".

Nighttime Reality

As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor rocket firings from across the border, a capability afforded by up-to-date information. From observation points, Ukrainian air force fighter jets that had been dispatched to engage hostile cruise missiles flew past – sophisticated military planes supplied to Ukraine by NATO members.

Moments later, Kyiv's air-defence systems activated: defensive missiles deployed against a incoming threat. This was a sophisticated defense system at work, probably delivered by Western nations. Every deployment jolts you unexpectedly, rattling buildings. The instant of fear quickly gives way to sober acceptance: maybe the incoming missile won't strike its target this time, preventing destruction from ruin and another blackout.

Continuous Dangers

Soon after, a heavy machine gun engaged a aerial vehicle in the vicinity, part of a rapid response unit – almost certainly allied-provided weaponry. Sadly, the bullets missed the enemy aircraft – it pressed on overhead toward its destination.

Intermittently, this continued until dawn. Kyiv awoke to the morning news: multiple fatalities, devastation and utility failures in numerous residences as a result of the nocturnal offensive. As typically, everyone still continued their routines – living the war. But those full day demonstrated Ukraine's essential dependence on external assistance – a reliance that neighboring countries are evidently unprepared to fill in the near term.

Ineffective Peace Efforts

The detailed framework from American leadership generated strong feelings, discussion and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.

Every new approach from American administration unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually secure success. This cycle will, certainly, persist.

Strategic Calculations

It is convenient to criticize particular leaders of persistently promoting Russian terms. But that does not seem to be the entire situation. US administration operates on a principle understood by international relations experts: you cannot secure via talks what you have failed to defend militarily. The American government believes that it is impossible to compel Moscow to relinquish the areas that it already controls in Ukraine's south or east.

The challenge is that while recognising this factual reality, US leadership does little to deter Moscow, through words or deeds, from believing that the situation will not change more in its favour in the coming year.

Conflicting Perspectives

Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their reason to sign a deal that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's leader remains highly assured in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing people and territory but avoiding a complete military breakdown until situations evolve in its advantage.

Existing Situation

Factually, there are no actual prerequisites for a armistice. Now, subjective factors are entering the equation: personal goals to mediate resolution and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unsuitable, so that their attention does not shift toward domestic problems. And although their task will now be much harder after latest incidents, it remains very improbable that this will alter their fundamental strategy.

These opposing factors are driving the talks.

Assessment and Future

It took a mere seven days to terminate the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, current information leaks, all did their job.

While new initiatives based on previous concepts are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to alter the situation, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, largely rely on sustained allied backing.
